The caps behave even dumber than in Reunion, but their turret commands have been set differently. Excluding the Khaak, the Xenons, Yakis, Pirates and whatever don't have a single grain more intelligence. You'll get frustrated very soon, because of the bill you have to pay after each fight  It is possible to get good results, but it's incredibly hard to do in TC. Just believe me, it's much cheaper to buy or build some Mk I Drones and send them against the enemy than sending in 40 M3. Than you use them like ES intended them, as a swarm of big fire and forget drones. If you can buy them somewhere, everything is fine. i mean M3 in the hands of the AI, it depends how much money you want to spent and how accessable your fighters are. They're like really, really cheap fighters, and you don't even have to wait for them to re-dock after the fight. Personally, the only "fleet" I use is a fleet of missiles. (You can see exactly what it will come with if you press "u" while that ship is highlighted in the shipyard menu.) For example, a fighter that can mount 8 guns forward might only come with 4, even if you buy the "L" version. that SHOULD have good shields and weapons already installed, although I've noticed they tend to skimp on the weapons. You can look for a shipyard that sells an "L" version of the fighter you want. Equipment Docks, however, do NOT have unlimited supplies, so if you want lots of fighters that are well-equipped, you'll need your own factories producing shields and weapons. To answer your other question, I believe you can order as many ships as you want from any shipyard, but you're limited to buying 10 fighters (or freighters) at a time, and only 1 capital ship at a time.
X3 TERRAN CONFLICT TERRAN SHIPS PATCH
I have a feeling that once patch 2.0 comes out, I'm going to be buying lots of Spitfyres.

The BACK turret of the Spitfyre is weird, because it mounts the NORMAL EMPC (not the experimental version), which you can buy in Terran space. So if there are 8 EEMPCs in stock, and you order 10 Spitfyres (the most fighters you can buy at once), then you'll get 10 fighters all equipped with 8 EEMPCs. HOWEVER - they are adding an EEMPC factory in the next patch! Not only does this mean you'll be able to buy them directly, but it should also mean that the EQ docks (called "Unknown Aldrin Base") will eventually stock them, and THAT means you'll be able to order them installed on new Spitfyres that you buy from the shipyard. In my game, there are NO EEMPCs in existence. The only problem is that Egosoft screwed up somehow, and the factories in Aldrin that are supposed to be manufacturing the EEMPCs to go on it are not actually making them. Not only that, but it's also the most maneuverable of all the M3 fighters, with a steering rate of 88.47 rpm. But, most importantly, it has an AMAZING top speed of 452 m/s!! That's faster than about half of the M5 ships available, and those typically only have from 1-5 mj of shields. It can mount prototype M/AM launchers on the front, making it capable of taking on heavy targets (although it can't carry very much ammo if you actually put 8 M/AMs on it, because the guns take up a lot of room), or it can mount EEMPCs for lighter jobs. It has 75 mj of shielding, 8 guns on the front, and a rear turret with 2 guns. It's an M3 that you can purchase from the Shipyards in Aldrin. Probably the best fighter in the entire game has got to be the Spitfyre. Well, if you've finished the Terran plot.
